Patent Licensing database ?

I am looking for a database which can provide me some information regarding patent licensing. More specifically, I am looking for the following:

Which all patents are already licensed.
To whom and when were they licensed.

I know that all such information is present in "register of patents" which is authored and monitored by controller general of patents. However, I do not know weather we, as a third party, can access that database or not ?

Please share if you know any free or paid database which provide such service. I am interested in details of deals happening in US, JP and European countries.

No not yet.

Infact I found 'database of assignments'
In this database, transfer of ownership of patents are recorded and all patent assignments, reassignments are searchable.I found from the reply of JimIvey at intelproplaw, that there is no such database which gives licensing information exists. However I am still looking for the same.
Moreover, I have tried for 5702876 on database of assignments but could not understand the result page completely. If possible, can you please try and help me out.
